ಕನ್ನಡದಲ್ಲಿ ಕಾನೂನು - ಸಿ ಎನ್ ಮಂಜಪ್ಪನವರ ಕಾಣಿಕೆಗಳು

"ಆಡಳಿತದಲ್ಲಿ ಕನ್ನಡ" "ಎಲ್ಲೆಲ್ಲೂ ಕನ್ನಡ" ಈ ಕೂಗು ಬಹಳ ಕಾಲದಿಂದಲೂ ಇದೆ. ಆದರೆ ಅದಕ್ಕೆ ಬೇಕಾದ ತಯಾರಿಯ ಬಗ್ಗೆ ಮಾತ್ರ ನಮ್ಮ ಧೋರಣೆ ಬೇರೆ. ಪ್ರಾಥಮಿಕ ಹಂತದಿಂದ ಇಂಗ್ಲಿಷ್ ಬೇಕೇ ಬೇಕು ಅಂತಲೂ ಅನ್ನುವವರು ನಾವೆ. ಇಂಗ್ಲಿಷಿನ ಬುನಾದಿಯ ಮೇಲೆ ಕನ್ನಡದರಮನೆ ಕಟ್ಟಲು ಸಾಧ್ಯವೇ? ಕನ್ನಡ ಕಲಿಕೆ ಇಲ್ಲದೆ ಕನ್ನಡದಾಡಳಿತ ಎಂತು?

ಪ್ರಾಥಮಿಕ ಹಂತವೊಂದೇ ಅಲ್ಲ. ಉನ್ನತ ಶಿಕ್ಷಣಕ್ಕೂ ಕನ್ನಡವನ್ನೇ ಬಳಸಬೇಕು. ಆಗ ರಾಜ್ಯಾಡಳಿತದಲ್ಲಿ ಕನ್ನಡಬಂದೀತು. ಆದರೆ ಕನ್ನಡದಲ್ಲಿ ಪಠ್ಯಪುಸ್ತಕಗಳೆಲ್ಲಿವೆ? ವೈದ್ಯಕೀಯ, ತಾಂತ್ರಿಕ ಶಿಕ್ಷಣ ಹಾಗಿರಲಿ, ಕಾನೂನು ಶಿಕ್ಷಣಕ್ಕೂ ಸಹ ಉತ್ತಮ ಪಠ್ಯಪುಸ್ತಗಳು ಬಹು ಕಡಿಮೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮಾನ್ಯ ಮಂಜಪ್ಪನವರ ಕಾನೂನು ಕುರಿತಾದ ಕನ್ನಡಪುಸ್ತಕಗಳು ಶ್ಲಾಘನೀಯವೆನ್ನಿಸಿಕೊಳ್ಳುತ್ತವೆ.

ಪಂಚಾಯತ್ ರಾಜ್ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ವಿವಿಧ ಪಂಚಾಯತಿಗಳು, ಕರ್ನಾಟಕ ಪಂಚಾಯತ್ ಕಾಯ್ದೆ ೧೯೯೩ ರ ಅಡಿಯಲ್ಲಿ ಹೇಗೆ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕೆಂದು ಸುಲಭ ಶೈಲಿಯಲ್ಲಿ ಪುಸ್ತಕ ರಚಿಸಿದ್ದಾರೆ. ಈ ಪುಸ್ತಕವನ್ನು ಕಾನೂನು ಸೇವಾ ಪ್ರಾಧಿಕಾರ ಮತ್ತು ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆ ಜಂಟಿಯಾಗಿ ಪ್ರಕಟಿಸಿವೆ.

Professional Hazards – do we need tips? Part 2

How many professional hazards are there?

Oh, who can answer this? Every profession has hazards associated with it- known or unknown.

The other day I was in the hospital talking to the doctor who was on routine rounds to check on the patients’ status. While still talking, he put his hand into one of the trays kept next to a patient to check some medicine bottles. There was a freshly used syringe with needle. It pricked Doctor’s finger. Blood dropped out. He immediately called the nurse and got the case sheet of the patient. Doctor was fortunate. Patient was not HIV positive. Otherwise, in a fraction of second, doctor would have turned HIV +ve!

So very tough to list out what kinds of hazards we would be facing each day. If we restrict the discussion to our own field, may be we can name some of the common hazards:

Physical Hazards: Back pain, Head ache, Effects on eyes, Accumulating excess fat in the body leading to all “ROUND” development, Excess Cholesterol leading to heart attacks, Arthritis, Loss of immunity due to sleeplessness, High/low Blood pressure, acidity, so on and so forth.

Mental & Social Hazards: No time for family leading to ill impacts on spouse & kids, No real friends circle leading to nil social life, Early signs of retirement so on and so forth.

I am very sure, when you read the above list, you will immediately remember some article that you have read some where on mitigation of each of these risks. In addition, you may be thinking that this list is not exhaustive; more number of such problems exists. You may also think that these are all people dependent, so cannot be generalized. Or you may not be finding a particular problem that you are facing in this list!

My objective is not bringing out an encyclopedia on professional hazards. But just to remind you, out of the many ideas that are known to us for mitigating these hazards, why aren’t we following at least few ideas, with complete dedication? It could be Yoga or exercises or 20:20:20 tips or food habits or….

We are experts in memorizing many tips and tricks. We are also experts in giving lectures on those tips & tricks. However, when will we learn to follow some of these tips with complete devotion?

Professional Hazards…

It was around 8.30 PM when I was driving through the security gate of our office.
As always, my eager eyes searched for that enthusiastic guard, whose perennial reserve of a ‘warm smile’ is so pervading and refreshing. He waived out and I applied the brakes

“Don’t your legs pain… I have seen you standing here always …” suddenly I asked. He replied with a smile “It used to pain Sir, no more – legs have got used to it now”. “But… may be in the long run it may result in back ache” I said. “Yeah… possible”. “But it is my duty, I have to stand here” he replied.

I suddenly realized a painful truth and told him “You get back-pain for standing all day … We get back-pain for sitting all day …”

I moved. My Mind haggled with that thought! Professional hazard!! Strange, every profession/work gives rise to professional hazard!

Normally, in our profession, since physical movements are very limited, body cholesterol starts showing its impact very fast. Our waist lines expand faster, flabs show up leading to a heart attack! Weakening of eye sight, lowering of immunity, hair loss, acidity etc are the “undivided family of professional hazards”! In short, life span turns shorter! We age fast!

I was pondering over our work culture. We spend more than 12 hours a day in office and around 4 hours in thinking about office! The other activities occupy the balance time. Except for some exceptional moments, many of us never share moments of joy/sorrow with our family or friends. We never have time for chat, drama, dance, music…

One CA friend had circulated following lines in an e Group:

Are you-
Emotionally Numb?
Romantically Starved?
Creatively Challenged?
Artistically Void?
Socially Outcast?
Congratulations, You are a CA*!!

*Replace CA with the name of your profession. It may perfectly suit you.

While on talk, for asserting the view if one says “I can write it on a stamp paper” he must be a legal/finance professional! If one says “I can carve it on metal/stones” he must be an engineer / sculptor / civil contractor. If one says “I can burn it on a CD” he must be an IT guy! So on and so forth…Always in the back of our mind, our profession keeps working. This is the reason.

Some mails are on circulation for quite sometime now on, “What if you were married a CA/CS/Lawyer/ Software engineer?” The narrative was beautifully meaningful, of course, with some satire. But then, we are just that! So devoid of all emotions, passions and the zest for life.


So, professional hazards are not just limited to physical health only… it is also a peril to our social life.

If you have observed carefully, I have used ‘/’ many times in this article…. Unavoidable impact of being a CS and a lawyer! For picking up this “evidence” also, again a ‘lawyer’s intelligensia’ might have worked!

If we agree that these are “hazards”, then we cannot simply let them slip by us. We need to treat ourselves before these physical and psychological damages gorge our lives. Are you with me?!
